Explanation can kill a joke, but... he’s trying to read a layout aloud.
As well as commenting on the graphic contribution to language, the drawing also tells us something about genre. We can tell he’s reading a letter, and we know exactly which lines represent the address, the date, the salutation and the signature – in effect, this is the infrastructure layer of a letter, rather than its message.
